Military veteran completes doctorate to head Logistics Support Services at Federal Emergency Management Agency (FEMA)

William B. Smith’s extensive military and academic credentials have helped lead him to his current role as chief of Logistics Support Services at the Federal Emergency Management Agency (FEMA).

“I began my collegiate career in 1970 at Savannah State University in Savannah, Georgia,” William says. “After two years of majoring in mathematics at Savannah State, I left college to join the Air Force with the intent of becoming an officer.”

William was accepted into the Air Force’s Aviation Management program at Auburn University, where he graduated from in 1976.

“As promised, the Air Force sent me directly to Officer Training School and commissioned me a second lieutenant in July 1976,” he says. “The Air Force then assigned me to Holloman Air Force Base in New Mexico, where I earned a master’s in Human Resources Management from Pepperdine University during my off-duty hours.”

Other highlights of William’s military career include holding various assignments in Georgia, Hawaii, South Carolina, Washington, D.C., and Florida and overseas in the Sultanate of Oman and in Eritrea. His final assignment allowed him to return to Washington D.C. with the Army’s Military Traffic Management Command, and it was during this time that William decided to retire and update his education before entering the civilian workforce.

He completed his master’s degree in Procurement and Acquisition Management from Webster University at the Bolling Air Force Base campus and retired from the Air Force in February 2000, after nearly 28 years of service as a lieutenant colonel. Following retirement, he became a systems analyst with BAE Systems and later a civil service logistics management specialist for the U.S. Navy.

“In December of 2005, I realized that I had only five years left to use my military G.I. Bill benefits, so I enrolled in the Doctor of Business Administration (DBA) program at Argosy University, Washington D.C. and began classes in January 2006.”

William earned his DBA in 2010, which he says strengthened his educational credentials and helped in his promotion to his current position at FEMA.

“My Argosy education has provided me with validation that I am a peer among professionals,” he says. “My co-workers and supervisors at work seem to have a new respect for me and that is very flattering.”

William says the Argosy University staff and faculty have had a lasting impact on him. “One of the great things about doctoral-level classes is that you get to do most of the work yourself and express your opinions in class,” he says. “The instructors were very good in guiding us through this process and stimulated us to interact.”
William plans to teach college business courses after he retires from the federal government.

Ancient history and biology to psychology and philosophy



From ancient history and biology to psychology and philosophy, Barbara Boerner is no stranger to higher education. She carries her passion for learning into classroom as an associate professor and coordinator in the Business & Organizational Leadership program at Brevard College in North Carolina.
Boerner, a graduate of the D.B.A program with a focus on international business at Argosy, Atlanta served most of her career as both teacher and student. She began her career as an instructor in a preparatory school in New England. She entered into teaching with a bachelor’s degree in ancient history and a minor in biology. There, she received two NSF grants for graduate study in biology and physical sciences.

She moved on to hold positions at the Madeira School in McLean, Virginia, Goucher College and an independent school. During this time, she earned a Master of Education and Doctorate of Education degree from The American University and a Master of Business Administration in Management Theory from Loyola University.

Boerner “retired” from this phase of her career and studied watercolor and painting. After moving to Brevard, North Carolina, Boerner became a consultant on accreditation. She moved back full time into teaching business and business ethics, a move which led her to pursue her D.B.A. degree at Argosy University.

“My first class opened up the extraordinary scope of international business, a field that provided room for my past studies and experiences, and brought me full circle to the broad based study of history during my undergraduate years,” says Boerner.”

“One of my greatest challenges was completing my Doctorate at Argosy in less than three years while working full time,” says Boerner. “Without the scheduling and help of professors and some on-line options, I would not have been able to meet this challenge.”

“I have been honored in each phase of my career but the highest points are those which came about as a result of my work at Argosy. I have had chosen and presented papers at Conferences on international business and economics in Rome, Italy; Athens, Greece; Oxford, UK; Las Vegas, USA; and was selected as a member of the Oxford Round Table on Ethics at Lincoln College, Oxford University, UK.”

Today, Boerner teaches business ethics, international business, critical thinking, management of sustainable enterprises, and special topics in globalism at Brevard. In addition, she coordinates the college’s major program, a position that requires planning, scheduling, and mentoring the faculty and majors in our program, the largest on campus.

When not teaching, she is active as President of the United Way Transylvania Co. board and serves as a member of the Transylvania Visions Board, the Transylvania Co. Library Foundation Board, the Vestry of St. Philips Episcopal Church. In addition, she provides lectures in her local Great Decisions Program and Life Long Learning Program, both continuing education programs provided in the area.

Meeting the mental health needs of service members through Walter Reed Army Medical Center



 Jeff Showalter has applied his leadership abilities and commitment to helping others in careers in psychology and the military.

“I regard my service in the Army, with particular emphasis on having deployed to Iraq, as a high point in my career thus far,” says Jeff, the program director of the Clinical Psychology Residency Program at the Walter Reed Army Medical Center. “Never have I felt more useful and needed as a psychologist.”

In his current position, Jeff supervises four to six post-doctoral residents and administers faculty meetings. He also facilitates a therapy seminar didactic and remains involved in the training and supervision of the interns. A 2005 graduate of the Doctor of Psychology (PsyD) in Clinical Psychology program at Argosy University, Chicago, Jeff says his involvement in the training of future psychologists has also been a highlight. “Contributing to a student’s clinical ability to thoughtfully conceptualize and then effectively treat a patient has been very rewarding,” he says.

After completing his doctorate degree program at Argosy University, Chicago, Jeff earned a post-doctoral fellowship at Northeastern Illinois University. From there, he worked at Riveredge Hospital and saw patients privately before joining the U.S. Army in 2007.

Approximately six months after joining the military, Jeff was deployed to Iraq for a year and charged with leading the behavioral health team at Forward Operating Base Mahmudiyah.

“Having had only minimal experience applying military-specific components to the general practice of psychology, I had to make good use of collaboration with military colleagues and the training I received in college,” he says. “This training prepared me to think critically as a psychologist and a leader.”

Upon his return to the United States, Jeff worked as the deputy program director to the Clinical Psychology Internship and Residency programs at Walter Reed. He assumed the role of program director of the Clinical Psychology Residency Program in 2010.

Jeff says his Argosy University education helped him develop his skills as a clinician, supervisor, and administrator. “I am grateful to the committed faculty who established a venerable standard of competence from which I benefited tremendously,” he says.

Being taught by faculty members who are practitioners in the fields in which they teach was also beneficial. “Throughout my education, faculty members worked as treating psychologists alongside their teaching responsibilities,” Jeff adds. “This commitment to the practical application of the discipline contributed greatly to my experience as a student.”

Georgia School of Professional Psychology at Argosy University, Atlanta
The Doctor of Psychology in Clinical Psychology program has been accredited by the American Psychological Association since 1994. Following a "practitioner-scholar" model of training, our PsyD program emphasizes acquisition of knowledge and skills as a clinical psychologist that is grounded firmly in the theoretical constructs and empirical findings of psychology. Given a growing range of training options in the mental health professions, this solid foundation in the discipline of psychology is a key element of our doctoral program.
The Georgia School of Professional Psychology at Argosy University, Atlanta degree program is designed to provide students with well-rounded generalist training in clinical psychology, along with opportunities to pursue concentrated study in Child and Adolescent Psychology, Neuropsychology, and Health Psychology. The program involves a 98 credit-hour curriculum over a five-year period, including the internship year. Our two-year practicum training sequence involves both a diagnostic and assessment practicum and a therapy practicum. Our practicum training sites are developed and coordinated by the program’s training office and include a range of clinical settings throughout the metro-Atlanta area. These sites include community mental health centers, private practice offices, schools, hospitals, VA medical centers, university counseling centers, and neuro-rehabilitation centers. Our students have consistently achieved placement in predoctoral internships sites that are accredited by APA and/or the Association of Psychology Postdoctoral and Internship Centers (APPIC). Alumni of the PsyD program have pursued various career paths in clinical psychology, including work in a wide array of clinical settings, academic institutions, and private practice.
The research component of our doctoral program prepares students to anchor their work as clinical psychologists firmly in the empirical methods and findings of psychology. As such, our students are taught to critically evaluate theoretical and clinical propositions in light of the current professional literature. To demonstrate doctoral-level aptitude for scholarly work, students must complete a formal Clinical Research Project that addresses a research question relevant to clinical practice either through a critical review of the literature or an empirical research study.
Our faculty members’ clinical and research interests expose students to diverse theoretical perspectives within the field of clinical psychology. Faculty members are actively engaged in clinical practice, providing direct treatment services and/or consultation and supervision. The faculty’s involvement in these professional activities informs the teaching, clinical supervision, and research guidance offered to our students.
